WELFARE/TRAINING PROGRAMMES
Last year the Ministry hosted the athletes who represented the State at the 16th National Sports Festival in Kaduna “KADA 2009”, where the State came second with 77 Gold, 46 Silver and 47 Bronze medals, and cash prizes as well as certificates were issued to the medalists in accordance with the grade of medals.
It is worth mentioning that the Ministry on December 15 2009 initiated the Youth Entrepreneurship Scheme where 25 female youths from the 18 Local Government Areas across the State were incorporated into the scheme to learn fashion design at the Afenmai School of Fashion.
These students are being paid a monthly stipend of N7,000 as transportation allowance. At the end of the 12 month’s course, December 14, 2010 they will be given starter packs which include sewing machine, electric motor, pressing iron, scissors, packets of threads and tapes, as well as a cash offer of N36,000 to enable them open their own outfits.
Also, the youth department of the Ministry taught 200 youth skills to enhance their economic status so as to be self employed and be employers of labour. Training workshops were organized on how to produce house hold items such as soap, insecticides, dandruff repellant, ice-cream, shoe-polish and textile dye.
Similarly, the Ministry sponsored youth programmes within and outside the state such as Scout Jamboree in United Kingdom, annual convention of various organisations where over 240 youth enjoyed sponsorship of their programmes.
In order to ease youth mobilization for public service and to regulate their activities, over seven thousand youths (7,000) have been organised into clubs/unions and registered for effective control and mobilization.
Over one thousand youth (1,000) were sensitized on the HIV/AIDS pandemic across the state. Advocacy visit to youth leaders on HIV/AIDS, sensitization workshop organized for voluntary youth organisations in local communities and members of the Nigerian Legion.
Another set of four youth from the State participated in an entrepreneurship programme organized by National Educational Research Development Centre (NERDC), a unit of the Federal Minstry of Education. The Ministry caterd for their accomodation, transportation and feeding throughout their stay in Calabar and they were given starter packs to enable them start on their own.
The Ministry’s responsibility of providing annual subvention to voluntary organisations operating in the state was haulted by previous administrations but with the inception of the Oshiomhole led government, money has been released to voluntary organisations such as the Boys Brigade of the Anglican Communion, and the Scout Association as a way of encouraging them to perform their functions creditably.
For the Armed forces, the Ministry releases monthly subvention to the Nigerian Legion, sponsors the Armed Forces Remembrance Day Celebration and caters for the expenditure of military personnel visiting the State from the national level.
The National Youth Service Corps (NYSC) Edo State, receives yearly subvention from the Ministry to enable it carry out its responsibility dutifully. The Ministry also supplement feeding of corps members during the orientation course, provides transportation allowance for passing out corps members, gives award to outstanding corps members at the end of each service year, as well as sponsors the burial rites of any corps member who dies during the service year.
Moreover, 35 youth are to be trained on the production of household items such as inverter and wind turbine as a means of reducing the effect of the epileptic nature of power supply in Edo State in particular, and the nation in general. In this scheme, the youths are expected to know how to produce these facilities for commercial purpose at the end of the 12 months course.
In view of the benefit derivable from the course, the State Government has taken full responsibility for the training cost including a monthly transportation allowance of N 7, 000 for the duration of the training, as well as a starter pack at the end of the course comprising complete set of inverter or wind turbine, welding machine and a cash mobilisation to enable participants take off on their own.
It is also the intention of the Ministry to institutionalize these entrepreneurship programmes as new sets of participants will be recruited annually as a way of bringing to bare the rate of unemployed youth in the State.
