ADMINISTRATION AND SUPPLIES
This department is a service arm of the Ministry with the following functions:-
1. All personnel matters including:-
(a) Appointments
(b) Postings
(c) Deployment
(d) Promotions and Advancements
(e) Petitions
(f) Discipline
(g) Leave Matters
(h) Retirements, Deaths, Processing of Resignations and withdrawals
2. Participation/Preparation of Annual Recurrent and Capital Expenditure
3. Establishment proposal and vacancy returns
4. Secretariat for taking minutes of meeting
5. General correspondence (Memos, etc.)
6. Board of Survey and Enquiries
7. Security Matters
8. Maintenance of Government vehicles and transportation
9. General purchases including stationery
10. General purchases and maintenance of office equipment
11. Electricity, Telephone and water matters
12. Sanitation
13. Rendering of returns as at when due
14. Any other duty that may be assigned.
FINANCE AND ACCOUNTS
This department is also a service arm of the Ministry with the following functions:
(i) Preparation of payment vouchers for Salaries, Overhead and Capital Expenditure
(ii) Pariticipation/preparartion of Annual Recurrent and Capital Expenditure
(iii) Revenue Collection
(iv) Preparation of Annual Appropriation Accounts
(v) Audit queries
(vi) Management of Ministry Accounts in various banks.
YOUTH DEPARTMENT
The Youth Department is responsible for Youth Development in the State. This is actualised through policy formulation and implementation of Youth Programmes and activcities. The main objective of the department is to prepare the youth adequately for self-fulfilment and to prevent the teaming youth population from involvement in social vices.
In pursuance of these objectives, the department undertakes the following functions:-
(i) Youth Exchange Programmes
(ii) Students Long Vacation Programmes
(iii) Volunteer Training
(iv) National Youth Award Scheme
(v) Citizenship and Leadership Training
(vi) Youth Camp Activities
(vii) Edo State Youth Entrepreneurship Programmes
(viii) Edo State Youth Summit
(ix) Seminars for school prefects, Student Union Executive (Topics to include, Leadership responsibility, Crisis Management, Conflict Resolution, etc)
(x) The organisation of the National Youth Day Celebration.
2. In addition to the responsibilities above, the Youth Development Department is also responsible for the following:
(i) The organisation of Edo State Anniversary;
(ii) Organisation of the National Day;
(iii) Organisation of Christmas Carol;
(iv) The organisation of the Armed Forces Remembrance Day;
(v) The supervision of the activities of the NYSC in the State as well as the National Youth Council of Nigeria
(vi) The registration of Clubs, Associations, as well as Licensing of Churches for the purpose of conducting Marriages in the State;
(vii) Coordinating the activities of all Voluntary Organisations in the State;
(vii) Organisation of Clubs’ Day for registered Clubs, Associations, Unions and Meetings in the State.
SPORTS DEPARTMENT
The department of sports has the following statutory functions:
(a) Serves as a clearing house for requests emanating from the Edo State Sports Council;
(b) Supervises Inneh Queens and Bendel Insurance Football Clubs;
(d) Processes requests made to Government by the Public Club sides and NGO’s having anything to do with sponsorship or promotion of sports in the State;
(e) Any other duties that may be assigned to it from time to time.
EDO STATE SPORTS COUNCIL
The Edo State Sports Council is the only parastatal under the supervision of the Ministry of Youth and Sports. It is directly responsible for the development of sports from the grassroots by organising local sporting competitions. It also prepares athletes to participate in National and International Competitions.
At the moment, Edo State Sports Council consists of 33 Sports Associations and Sports Medicine Association, for the proper coordination and organisation of the various sports. Government is conscious of the fact that sport is a veritable tool to arrest youth restiveness and provide sustainable employment and means of livelihood.
